NVWA geeft m.b.v. het systeem eCertNL certificaten af aan de autoriteiten van derde landen over de gehele wereld.
NVWA is toonaangevend op het gebied van de zogenaamde elektronische certificering. Daarbij wordt de certificering informatie in een gestandaardiseerd bericht, evt. voorzien van elektronische handtekening , direct met de autoriteiten van derde landen uitgewisseld. Inmiddels zijn een al een aantal landen die deze elektronische certificaten gebruiken. Voor deze landen is de kans op fraude aanzienlijk verminderd.
Maar helaas zijn nog niet alle landen in staat om elektronische certificaten met ons uit te wisselen. Daarom bestaat behoefte aan een eenvoudiger middel ter bestrijding van fraude met certificaten.
In navolging van wat andere landen doen wil NVWA haar certificaten online ter beschikking stellen aan derde landen via een eenvoudige web applicatie. Deze vorm van authenticiteitcontrole staat binnen de certificering bekend onder de naam “On line Verificatie”. On line verificatie bestaat uit een web applicatie waarmee de autoriteiten (of importeurs) in de derde landen (eigenlijk iedereen die de beschikking heeft over het papieren certificaat) de mogelijkheid wordt geboden om te controleren of het certificaat echt door NVWA is afgegeven.
Op ieder certificaat wordt een Quick Response (QR) code afgedrukt. Na het scannen van deze code met een mobiele telefoon wordt gecontroleerd of deze overeenstemt met een bestaand certificaat. Indien dat het geval is wordt het certificaat in PDF getoond. Indien de gegevens niet overeenstemmen volgt een foutmelding en kan maximaal tweemaal opnieuw een poging gedaan worden. Daarna gaat het certificaat op slot. Indien een gebruiker de correcte QR-code invoert van een certificaat dat op slot staat volgt een melding dat het certificaat op slot staat en wordt de gebruiker verzocht een bericht te sturen via een contactformulier.

NVWA is a leader in the field of certification. In this approach the certification information is contained in a standardized message, if necessary. provided with an electronic signature, directly exchanged with the authorities of third countries. There are already a number of countries that use these electronic certificates. For these countries, the risk of fraud is significantly reduced.
Unfortunately, not all countries are able to exchange electronic certificates with us yet. There is therefore a need for a simpler means of combating certificate fraud.
Following what other countries are doing, NVWA makes its certificates available online to third countries via a simple web application. This form of authenticity check is known under the name “Online Verification”. Online verification consists of a web application that offers the authorities (or importers) in the third countries (actually everyone who has access to the paper certificate) the possibility to check whether the certificate has actually been issued by NVWA.
A Quick Response (QR) code is printed on every paper certificate. After scanning this code with a mobile phone, it is checked whether it matches an existing certificate. If so, the certificate will be shown in PDF. If the data does not match, an error message will follow and a maximum of two attempts can be made. After that, the certificate will be locked. If a user enters the correct QR code of a locked certificate afterwards , a message is sent that the certificate has been locked and the user is requested to send a message via a contact form.
